The American Samoa Department of Health is currently accepting applications from qualifying residents who wish to be repatriated. The American Samoa Government Repatriation Program is voluntary. This means that applicants (all of whom must be legal residents of American Samoa) have chosen to participate in this repatriation program, and must comply with all American Samoa Department of Health repatriation policies and procedures. Applicants who do not comply will be disqualified.

Who Is Eligible to Apply for Repatriation to American Samoa?

In order to be eligible for repatriation, you must be able to present A) proof of identity, B) proof of current residency in American Samoa, and C) a health declaration and clearance.

A) Acceptable Proof of Identity Documents

  • If you are a US citizen or US national, you must present one of the following:
    • Valid US passport
    • Valid Certificate of Identity (Note: CIs that have expired within 1 year of entry date are acceptable)
    • Birth certificate indicating birth in an American jurisdiction/state/territory but MUST be accompanied by a valid state or government issued identification card.
  • If you are a foreign national resident of American Samoa, you must present one of the following:
    • Valid passport from country of origin
    • Valid American Samoa Immigration ID (Note: In light of the recent travel restrictions, exceptions may be made on a case-by-case basis for AS Immigration ID holders whose IDs have recently expired. This is at the discretion of the government of American Samoa. If your Immigration ID is expired but you otherwise meet the qualifications for repatriation, please submit your application on this page.)

B) Acceptable Documents to Prove Current Residency in American Samoa:

In addition to the proof of identity documents above, you must present at least one of the following items.

  • Valid American Samoa driver's license (exceptions may be made on a case-by-case basis with regards to documents that have expired recently, at the discretion of the government of American Samoa)
  • Valid American Samoa voter's ID
  • Utility bill in traveler's name
  • Any valid identification card issued by the government of American Samoa

C) Health Declaration and Clearance:

You'll also be required to submit:

  • A travel health declaration (Form)
  • A health clearance by licensed physician (Form)
  • A negative RT-PCR SARS-COV-2 test result within 72 hours of travel, which will be performed at the site of your pre-board quarantine

How to Apply for Repatriation

  1. Complete and submit the online application will appear on this web page. Fill out and submit the application. If you're traveling with family members, please submit only one application per family.
  2. You'll receive an email letting you know whether you're eligible for the Repatriation Program.
  3. If you're eligible, you'll be required to submit supporting documents online to complete your application.
  4. Once all of your supporting documents are submitted successfully, you'll be notified, and will be scheduled for a 10-day pre-board quarantine in Honolulu. You will be notified of the location of your quarantine site at this time.
  5. Report for your quarantine and your flight. All American Samoa Government repatriation flights will be departing from Honolulu International Airport.

If your application for repatriation is denied, you will be able to re-apply in the future. You'll be notified once you're able to resubmit your application.

Should I fill out a separate online application for each family member traveling with me, including my children?

No. Only one application per family is required. One member of the family should fill out the application, and should add other family members who are traveling with them by clicking “ADD FAMILY MEMBER” at the bottom of the application form.

What documents will I need to submit in order to prove my eligibility?

To prove eligibility, you'll be required to submit three types of documents: A) proof of identity, B) proof of current residency in American Samoa, and C) a health declaration and clearance. Will I be required to quarantine in Hawaii before traveling to American Samoa?

Yes. If you choose to enter the American Samoa Government Repatriation Program, you will be required to complete a 10-day pre-board quarantine at a designated quarantine site in Honolulu, Hawaii. American Samoa currently has no cases of COVID-19, and we are asking that our residents do their part to keep it this way. A 10-day pre-board quarantine in Hawaii will minimize the chance of the virus reaching our shores, and will help protect all travelers.

What can I expect during the 10-day pre-board quarantine in Honolulu?

  • You will be tested for SARS-CoV-2 and complete a health assessment prior to checking in to quarantine.
  • You'll undergo daily temperature checks by medical personnel.
  • You'll undergo a second SARS-CoV-2 test within 72 hours of boarding your flight for PagoPago International Airport.
  • You will be expected to comply with all rules put forth at the 10-day pre-board quarantine facility. Failure to do so will result in your disqualification and removal from the Repatriation Program.

Will I need to quarantine again when I arrive in American Samoa?

Yes. Upon arrival in American Samoa, all travelers who have completed the 10-day pre-board quarantine in Hawaii must also undergo a mandatory 14-day quarantine at a facility designated by the American Samoa Department of Health.

What if I don't have proof of residency documents with me?

You won't be required to provide hard copies of your documents, so it's not a problem if you don't have physical copies with you. You'll only need to provide digital copies, such as photos, scans, PDFs, or other digital formats. Some ways to get proof of residency documents while abroad:

  • A family member at home could send you photos or scans of your paper documents.
  • Your school or employer could send you documents via email.
  • Your landlord could provide scans of property rental documents.

Note that you are not required to provide every item on the list of proof of residency documents. It's only necessary to provide at least one.

I'm currently located outside of the United States. Can I be repatriated?

Unfortunately, at this time, we're only repatriating individuals who are currently located in the United States. We'll be expanding efforts to repatriate those outside the US in the future. If you are outside of the US but otherwise meet all other eligibility criteria, you may consider traveling to Hawaii and applying for repatriation there.

When are the repatriation flights departing? Can I choose my travel date?

Flight dates are not confirmed yet. All flights will be on Hawaiian Airlines departing from the Honolulu International Airport, so individuals who are currently located in other states will be required to travel to Hawaii in advance of their departure date. (You will need to arrange your own travel to Hawaii.)

You will be scheduled on a flight once you receive your repatriation permit. If you've submitted one application for your entire family, your family will travel together. You will unfortunately not be able to choose your exact travel date, though we will do our best to accommodate anyone with special needs regarding travel.

What if my application for repatriation is denied?

We regret that we won't be able to offer repatriation to all applicants right away. If your application is denied, you will be allowed to re-apply in the future. You will be notified once you can re-apply.
